Consistency across many small plants is the whole job.
No single batch plant is a big security problem. Thirty of them, each set up by a different integrator with a different remote path and a different idea of a password, are. The Service Owner's value in aggregates is not deep work at one site; it is the same standard applied everywhere and kept there as plants are bought, sold, and reopened.

The role is sized to the fleet, not to a refinery. For an aggregates operator it is a governance function backed by Potenza's engineering team, priced for many small sites, and it replaces the current arrangement in which nobody owns the plant networks at all.
An IT provider is set up for offices and laptops. Batch controllers, scale systems, and integrator remote access are OT concerns with availability first and vendor relationships attached. The Service Owner works with your IT provider at the office boundary and owns the plant side.
An inventory for at least the busiest plants (the Topology Assessment produces it), a named counterpart on your side, and authority over remote-access policy for the plant networks. The standard then rolls out plant by plant.
