OT Service Owner
OT Service Owner is Potenza's term for a named, accountable party that owns OT security across an operator's plants as an operational service: governance, change control, vendor access, and continuous risk awareness. Its defining rule is structural independence: the OT Service Owner cannot be the OT Vendor.
The role extends the operator's own team rather than replacing it. It operates on a maintained topology of record, applies ITIL-style service management to the OT network, and reports fleet-wide posture against a baseline. In NIST CSF 2.0 terms it implements the Govern function for the plant side.
The term is Potenza's, coined to name a gap: most plants have equipment vendors, integrators, and an IT department, and nobody whose job is the security of the control network itself.
Why it matters in cement, mining, and aggregates
Cement and mining fleets run on a concentrated installed base, often three vendors holding most of the switches. When those vendors also propose the security roadmap, the operator loses leverage over its own modernization spend. An independent owner keeps that leverage on the operator's side.
