The switching fleet is past vendor support
Most of the OT switches carrying kiln and mill traffic were End-of-Life or Discontinued: no firmware fixes, no security patches, no guaranteed spares. Patch management is moot until the lifecycle problem is on a plan.

IT and OT were never physically separated
Sites that had run for years were establishing a baseline IT/OT boundary for the first time. Without it, a compromised office workstation is one hop from the control network.

Remote and privileged access is ungoverned
OEM technicians, integrators, and plant staff reach controllers through paths nobody inventoried. Legacy fieldbus segments and unmanaged, consumer-grade switches sit in production with no management plane at all.

Cement plants do not need another product on the network. They need a topology of record, defensible zones, and an owner who answers for the program. We map every recommendation onto ISA/IEC 62443 and NIST SP 800-82r3 so audit and insurance conversations have something to point at.

A verified inventory of every switch, PLC, HMI, and remote path across the kiln, mill, and packing networks, with lifecycle status, so obsolescence becomes a budget line instead of a surprise.

Purdue-aligned segmentation

Zones and conduits by production area (Levels 0–3), an industrial DMZ between plant and enterprise, and segmentation evidence a compliance team can reuse.

Structural independence

The OT Service Owner cannot be the OT Vendor. Potenza governs access and change on the operator's side of the table, with no product roadmap to protect.
